The Energy Efficiency and Conservation Authority (EECA) is a Crown Entity established under the Energy Efficiency and Conservation Act (2000). It is responsible for helping to deliver the Government’s energy efficiency agenda and promotes a sustainable energy future by changing the way New Zealanders think about and use energy. The Act requires EECA to encourage, promote and support energy efficiency, energy conservation and the use of renewable energy sources. EECA achieves its purpose by undertaking the following functions, as set out in section 21 of the Act:
• Advising the Minister on any matter relating to or affecting energy efficiency and conservation, and the use of renewable sources of energy in New Zealand; or the functions of the Authority
• Assisting the Minister to prepare and administer a strategy
• Promoting public awareness in New Zealand of the importance of energy efficiency and conservation, and the use of renewable sources of energy
• Promoting practices and technologies to further energy efficiency, energy conservation and the use of renewable sources of energy
• Arranging for conduct of research, assessments, demonstration and studies
• Monitoring and reviewing the state of energy efficiency, energy conservation and the use of renewable sources of energy in New Zealand
• Publishing relevant information, research, and other material
Carrying out such other functions and duties as are conferred or imposed on it by any enactment.
In the course of its operations, EECA facilitates and administers the delivery of significant Government grants and subsidies to public and private sectors that assist the uptake of energy efficiency technologies. EECA has partnerships in the government, community and private sector, to design and deliver larger scale programmes. In the delivery of these larger scale programmes, and in the course of its regular functions, EECA employs consultants and contractors who provide a range of specialist services and technical advice.
